On October 16, the COA team met with Deputy minister Serhii Glushchenko and his staff to discuss the further cooperation of the bilateral project with the Ministry of Development of Economy, Trade and Agriculture (MDETA).

Deputy minister Serhii Glushchenko, who recently took over responsibility for the organic farming unit within MDETA, was well informed and optimistic that the outstanding implementing regulations for the organic law can be finalized by end of this year. He also expressed his wish to continue the very good and constructive cooperation with the COA project in phase II, which officially began on September 1st. In this context, the MDETA has defined the following work areas as priorities:

  • Harmonization of the current Ukrainian Organic Law and its implementing regulations to the new Regulation (EU) 2018/848 of the European Parliament and of the Council of May 30, 2018 on organic production and labeling of organic products, as well as the regulation (EU) 2017/625 of the European Parliament and of the Council of 15 March 2017 on official controls and other official activities to ensure the application of food and feed law and the rules on animal health and welfare, plant health and plant protection products.
  • Carrying out more events to inform farmers and other actors in the organic sector about the Ukrainian Organic Law and its requirements.
  • Establishing the necessary registers for organic operators, organic control bodies and a data bank for seed and seedlings.
  • Comment on all legislative and regulatory proposals with regard to harmonization with EU legislation.

The team leader Elisabeth Rüegg assured that COA can continue to offer MDETA support in the areas mentioned. Frank Müller, consultant for agriculture and nutrition at the German embassy in Kyiv, who also took part in the meeting, pointed out the importance of promoting organic agriculture for the Federal Ministry of Agriculture and Food.
